We should be back to normal soon. According to the vendor (OCLC):

We have brought your MS SQL database server back online. A network issue was interrupting the connection.

At this point, you can start using the ILLiad Client again.

We will be restarting your ILLiad web server shortly so that your patrons can start accessing your web pages.
